Abstract

The oil, gas, and infrastructure sectors operate in high-risk environments, necessitating robust Health, Safety, Security, and Environment (HSSE) management systems to ensure sustainable and safe operations. This study aims to evaluate the effectiveness of the HSSE Plan implemented by Pertamina Hulu Indonesia by assessing whether its structural design provides a strong foundation for practical implementation. A qualitative descriptive approach was employed using a document-based case study method. The primary data source was the “Minimum Expectation Sheet of HSSE Plan – 8 HSSE Elements,” which was analyzed through systematic content analysis aligned with the Plan–Do–Check–Act (PDCA) framework. The evaluation focused on the completeness, consistency, and integration of eight key management elements, including leadership, policy, organizational structure, hazard management, operational procedures, performance monitoring, audit mechanisms, and continuous improvement. The results indicate that the HSSE Plan demonstrates a high level of structural maturity, characterized by comprehensive system components, strong governance orientation, and the integration of both leading and lagging performance indicators. However, the findings also reveal that the framework emphasizes the availability of documentation rather than measurable evidence of effectiveness in practice. The study concludes that while the HSSE Plan provides a robust conceptual and structural foundation, its actual effectiveness depends on consistent implementation, leadership commitment, and organizational culture. Future research is recommended to incorporate empirical performance data to validate the operational impact of HSSE systems in real project environments.
