Abstract

The rapid development of digital governance has encouraged public sector institutions to adopt electronic performance systems to enhance accountability, transparency, and efficiency. This study investigates the impact of the e-Performance (e-Kinerja) application on employee performance in the East Kutai Regency Government, Indonesia, focusing on key dimensions such as productivity, discipline, responsibility, and work quality. A quantitative approach was employed using data collected from 101 State Civil Apparatus (ASN) through structured questionnaires and supporting documentation. The data were analyzed using validity and reliability tests, classical assumption tests, correlation analysis, and simple linear regression. The findings reveal a very strong positive relationship between e-Performance implementation and employee performance (r = 0.959), with the system explaining 91.9% of the variance in performance (R² = 0.919). The regression results indicate a significant positive effect (p < 0.05), suggesting that improved system usability, clarity of procedures, and real-time monitoring contribute to better employee outcomes. The study also finds that organizational readiness and technical support play a crucial role in ensuring effective implementation. Overall, the e-Performance system functions not only as an administrative tool but also as a mechanism that structures work processes and strengthens accountability among employees. These findings highlight the importance of digital performance management systems in supporting bureaucratic reform and improving public sector performance, while also suggesting the need for continuous system refinement and broader contextual research.
