Integrating Risk and Operational Management in Infrastructure Projects: A Mini Review of Determinants of Project Performance

Infrastructure project performance remains a critical concern for policymakers and practitioners, particularly due to persistent challenges related to time delays, cost overruns, and quality deficiencies. While risk management and operational management are widely recognized as key determinants of project success, existing literature often examines these dimensions separately, resulting in a fragmented understanding of their combined effects. This study aims to provide an integrative mini review of the literature on risk management, operational management, and project performance in infrastructure projects. A qualitative narrative review approach was adopted, involving the systematic selection and thematic analysis of 20 relevant studies from peer-reviewed sources. The review synthesizes key arguments, methodologies, and findings, while identifying inconsistencies and research gaps. The results indicate that risk management contributes to project performance by enhancing uncertainty mitigation and strategic preparedness; however, its impact is often indirect and context-dependent. In contrast, operational management demonstrates a more consistent and direct influence due to its central role in planning, coordination, and execution processes. Importantly, the findings highlight that project performance is optimized when risk management is effectively integrated with operational management, supported by decision-making tools and adaptive frameworks. The review also reveals limitations in existing studies, including lack of integration, context-specific constraints, and methodological fragmentation. In conclusion, this study emphasizes the need for a holistic and integrated management approach that aligns strategic risk mitigation with operational execution to improve infrastructure project performance. The findings contribute to advancing theoretical understanding and provide practical insights for developing more resilient and efficient project management strategies.
